0.12.1 is the updated all comments used, narritive cleaned up, typos fixed version of the standard, now a committee draft from the technical subcommitee.

TO release to public review, we must have a duly voted comittee draft. That draft must then be formatted to meet the OASIS tandard for a Comittee draft, renumbered as apropriate, and given the date of the committee vote.

That document we can then release for public review. (whew)
