Behavioral Metadata: "Types and Features"

Eliminate the "Types and Features" level of expressivity (Section 4.1.2) of attached document. In practice we don't believe it will be useful to specify feature names without saying anything about their values. (If this vote does not pass, the TC needs to further review the issue and decide what the semantics would be if a behavioral metadata element includes a feature name without a value.)
