Description 
Because of the end of daylight savings time, the proposal is to change the meeting time to 4:00 PM GMT (8 AM Pacific, 9 AM Arizona, 10 AM Austin, 5 PM Geneva), effective Wednesday 7 Nov 2007 and biweekly thereafter.
