Title Accept minor schema change for 1.0
Description 
There is a mismatch between the 1.0 SPML Specification and the 1.0 SPML XSD file. The XSD file incorrectly references the DSML elements that are used in SPML.  This ballot is to accept the motion to change this in the current top level CS draft prior to final submission.  Details on this change can be found at [1].  Do you accept this change?
