Clarification of use of the attribute index

Shall the KMIP TC adopt changes as proposed by Mathias Björkqvist that mandates the presence of attribute index?

The summary of changes is listed below:


1. Changed text in Section 2.1.1 specifying that the Attribute Index SHALL always be specified. If the attribute instance does not yet exist on the server or the client wishes the server to ignore the index value, the Attribute Index value SHALL be set to -1. In KMIP v1.0, the attribute index was omitted in these situations.

2. Added section with proposed text for the Usage Guide related to attribute index handling.
