Endorse modified ITU-T Document

It is the sense of the TC that the attached document is correct and represents a reasonable summary of the major changes between XACML 2.0 and XACML 3.0.

The ITU-T has provided a document describing the major changes between XACML 2.0 and 3.0. The attached document is a modified version of that text with two changes:

1. Features have been identified as to whether they occur in the core or in Profiles. All the Profile related text has been grouped together for convenience.

2. The per-decision policy feature in the SAML Profile has been added.
