Removing the STIX 2.0 timestamp-precision field

Do you approve removing the STIX 2.0 timestamp-precision field currently defined in the RC3 draft specification Part 1, Section 2.11 and the adding 'timestamp-precision' fields to the Reserved Prope

There appears to be consensus within the TC that the use cases for timestamp-precision are not yet well-understood. A yes vote on this ballot would lifeboat the notion of timestamp-precision until a later release when the uses cases are better understood while reserving the field names for future use.
