Title Formation of github repositories for OpenC2 codebase
Description 
The legacy OpenC2 forum had eight prototype implementations.  Please note that this ballot has nine options.  Option one will approve of all eight repositories, or one may approve of a subset of the repositories by selection one of more of options two through nine.   

The text of the eight resolutions was too long to fit in this ballot, however the text was provided via email (timestamp Friday, August 18, 2017 10:40 AM Eastern).  The text is also vailable on googldocs (https://drive.google.com/drive/folders/0B-FunCZrr-vtRFlkemZETVl5dzA) or upon request via email to jmbrule@radium.ncsc.mil.

[ ] Eight OASIS Github repositories shall be formed
[ ] An OASIS GitHub repository known as the Orchestrator for Intelligent Defense (openc2-orchid) shall be formed.
[ ] An OASIS GitHub repository known as openc2-reactor-master shall be formed
[ ] An OASIS GitHub repository known as openc2-reactor-relay shall be formed
[ ] An OASIS GitHub repository known as openc2-ocas shall be formed
[ ] An OASIS GitHub repository known as openc2-jadn shall be formed
[ ] An OASIS GitHub repository known as the openc2-g2bsd shall be formed
[ ] An OASIS GitHub repository known as the openc2-nsa-rd shall be formed
