Approve charter clarification

Do members of the OASIS ebXML Messaging Services TC wish to approve the clarification of the TC charter contained in [1] below?

This ballot requires a Special Majority Vote. The TC roster currently lists 5 voting members. In order to pass, at least 4 (2/3 x 5) members have to vote Yes and no more than 1 may vote No.
