Resolve Issue #166: virtio-net: support the virtqueue coalescing moderation

Should the TC accept changes listed in the description to resolve issue 166, for inclusion in specification version(s) "virtio-v1.3-cs01", and future versions of the specification?

The TC agrees to resolve the following specification issue:

Currently, coalescing parameters are grouped for all transmit and receive
virtqueues. This patch supports setting or getting the parameters for a
specified virtqueue, and a typical application of this function is netdim[1].

When the traffic between virtqueues is unbalanced, for example, one virtqueue
is busy and another virtqueue is idle, then it will be very useful to
control coalescing parameters at the virtqueue granularity.

Reminder: A Voting Member must be active in a TC to maintain voting rights. As
the Virtio TC has adopted a standing rule to conduct business only by
electronic ballot, without Meetings, a Voting Member who fails to cast a ballot
in two consecutive Work Product Ballots loses his or her voting rights at the
close of the second ballot missed.
