Issue:

Should the XML and WSDL elements be normative parts of the 1.1 specification?

Proposal:

The XML Core schema and message formats should be normative parts of the
specification.

The WSDL should NOT be normative.  It should be an informative reference
called out in section 11.5.


This ballot is to vote on the acceptance or rejection of the above proposal.
