Title Implementors: Resolution of Issue 158
Description 
Issue 158 reads: "When an Acknowledgment message and Error message are combined without additional payloads (regardless of the highestSeverity attribute of the included ErrorList element), the service and action described in 4.2.4.3 MUST be used."
