Description

The DE 2.0 Basics white paper, updated to reflect both the WD09 draft (https://www.oasis-open.org/apps/org/workgroup/emergency-if/download.php/46733/edxl-de-v2.0-wd09.zip) and a proposed WD10 draft (https://www.oasis-open.org/apps/org/workgroup/emergency-rim/download.php/46846/edxl-de-v2.0-wd10.zip). The WD10 includes everything in WD09 and adds the Layer element to support this important extension concept pioneered successfully by our Canadian colleagues.
