Description

Version 5 of the concrete proposal for CAMP-4. This version starts with the consensus DP structure (worked out in ad hocs and agreed to on the 6/19 call) and re-writes the overview, example, and specification of the DP. All normative statements have been moved to section 4.3

Also, this version uses "apples" and "bananas" as placeholders for names that have not yet been agreed to. The idea is to first agree on the description of these entities, then figure out appropriate names based on those descriptions.
