TC Strategy Spreadsheet. All TC Members (not Observers) are invited to:
* Add comments with their initials and the date to column I
* Add their name in support of an item in Column E
* Add new rows at the bottom of the sheet with new proposals

NOTE: Rows highlighted in yellow will be removed by the Chairs in 2 weeks unless they are informed of concerns by the Proposer.
