Description

This is the initial working draft of the ECF 4.1 Web Services SIP specification. Changes to ECF 4.01 Web Services SIP 2.01:
Changed the WSDLs to use document literals, (aligning operation names and root elements) and include a SOAP action in the binding; fixed reference to MTOM specification.
