No Although generally supportive of updating references to FIPS 186, I believe this update introduces some confusion, when taken in context of the other FIPS 186 proposals. Specifically, the proposals will introduce multiple FIPS 186-4 subsections, while referencing a "FIPS Mode" which actually pertains to FIPS 140. Furthermore, there are multiple references in the document which still refer to 186-2 leading to further potential confusion. A better option would be to have a separate section in the user guide on 'FIPS Mode' and outline the restrictions/expectatio­ns/behaviors there instead of all the separate subsections.
