Comment:Line 24 states that ISO's are essentially monopolies, which they are not due to ownership implied by term monopoly. ISO's do not own their networks, but ensure that transmission owners allow fair and equal access.
Line 36 states ISO's developed rules. It is not necessarily the ISO that made the rule, it is the stakeholders in the ISO that may be creating the rules.
Further confusion is made withing line 11 - 24 regarding ISO and RTO creation. Not sure why these are discussed beyond what their role is, and that role is the same for both. |
