The proposed changes do not clarify the use of Templates. Important usage issues are not addressed, and supporting profile and usage guide documentation have not been updated to help clarify the changes. More important issues such as how the Locate operation works for Templates have not been addressed at all.

The fact that v1.0 and v1.1 interpretation of functionality must be implemented for interoperability means that the proposed changes - even if they could be interpreted consistently by all parties - do not make implementation of servers or clients simpler, in fact the converse - all v1.2 implementations (which must also support v1.0 and v1.1) will be very much more complicated.

2.2 second para. The wording of this paragraph could be simplified and made clearer. A suggestion for a re-worded paragraph was submitted to the authors.

2.2.6. Disussion of Name is unclear. The change proposed will require a change to Test Case 3.1.2. This reinforces my earlier comment that implementations of different versions of the standard within a single product will become more complicated - requiring very different behaviour depending on the version of the protocol being used.

4.3. The changes in this section have nothing to do with Templates as far as I can tell. They should be discussed separately.
