Comment:I do not agree with the "consumers unable to comply MUST reject all TLOs".. text.
Firstly, it's unenforceable as this is a content specification, not an implementation specification. Secondly, we can't have such a MUST without defining what it is meant to "comply" with the rules in the first place. As such rules are often ambiguous and open to interpretation by trust groups in the absolute best of circumstances (see TLP), I don't see how this text makes sense. |
