After reviewing recent discussions concerning the relationship of these specifications to other WS-* specifications, RSA Security is entering a NO vote on this ballot. In theory, we don't believe the dependence on a non-standards track specification alone should disqualify a spec from standards approval. However, we feel that approving OASIS standardization for these specifications with their reliance on such a large number of non-standardized, unstable, early draft specifications would render the specifications themselves to be of diminished value in the industry but would dilute the value of the OASIS Standard status itself.

In our opinion, the appropriate status for specifications of this maturity level is OASIS Committee Draft.
