Former CIO of the Commonwealth of Massachusetts

About the Presenter

Peter J. Quinn, is the former Chief Information Officer (CIO) for the Commonwealth of Massachusetts having served from September of 2002 through January 2006. Peter was also the Director of the Commonwealth's Information Technology Division (ITD) and Founding Chair of the Government Open Code Collaborative (GOCC). As ITD Director and CIO, under the Executive Office for Administration and Finance, Quinn was responsible for setting information technology standards in the Commonwealth. Quinn came to public service following a successful career in private sector IT, most recently as the CIO for Boston Financial Data Services.

Presentation: "On the Road to Open"

In too many instances, the technology enterprise (both government and the private sector) have been constructed using proprietary technologies resulting in unnavigable chasms of information and siloed operations. The cost of any enterprise, today, demands open standards to insure access to all and a sustainable cost structure. This session will look at one example of the journey to institutionalize open standards and the cultural, political and commercial impediments encountered on the road to "open".

Vice President in Forrester's Application Development & Infrastructure Research Group

About the Presenter

Randy is a vice president in Forrester's Application Development & Infrastructure research group, covering software technical architectures for building enterprise applications. Topics he analyzes include application architecture, service orientation, application-level security, enterprise application security integration (EASI), high-end application design, and enterprise application platform strategy based on Java and Microsoft platforms. His primary research goal is to assist clients in building applications that are secure and resilient in the face of continuous business and technology change.

Previous Work Experience: Randy has spent 24 years leading the Development of technical architectures for building enterprise applications. He came to Forrester through its acquisition of Giga Information Group. For 10 years prior to joining Giga, Randy was a chief architect at Sprint, where he led the analysis and introduction of application servers, component architectures, object-oriented development, application security architectures, CORBA, distributed transaction management, and other new technologies. His IT experience also includes technology leadership, management, and application development with a Big Five consultancy and in the retail and litigation support industries.

Presentation: "The Future of Business Interoperability"

The Internet turned network interoperability into a given. Web Services are building a foundation for application messaging interoperability. At the same time, vertical industry groups continue to standardize message content and migrate to XML, ushering in the era of business interoperability. How far will it go? How much business interoperability do we need? This session will use Forrester's vision for the future of IT, Digital Business Architecture, as a framework to outline standards requirements for the future of business interoperability.
