Overview

The OASIS BIAS Integration TC complements the efforts of the InterNational Committee for Information Technology Standards (INCITS), www.incits.org, to provide the biometrics and security industries with a documented, open framework for deploying and invoking identity assurance capabilities that can be readily accessed as services. The OASIS BIAS Integration TC defines and describes methods and bindings by which the INCITS BIAS framework can be used within XML-based transactional Web services and service-oriented architectures.

BIAS SOAP PROFILE APPROVED AS AN OASIS STANDARD
***On 24 May, the BIAS SOAP Profile was approved as an official OASIS Standard! The OS can be found here. Also, see the Press Release. Congrats to the BIAS team!***

STATEMENTS OF USE RECEIVED
***The BIAS TC is happy to announce the receipt of three "Statements of Use" for the BIAS SOAP Profile Committee Specification from NIST, Viometric, and DoD BIMA. More information can be found in our Press Release. This is a pre-requisite of movement to an OASIS standard.***

COMMITTEE SPECIFICATION PUBLISHED
***Committee Specification v1.0 of the BIAS SOAP PROFILE has been published. Congratulations to the BIAS team on achieving this milestone!***

NIST UPDATES BIAS IMPLEMENTATION
***NIST has recently updated its BIAS reference implementation. This implementation is available for download. Updates from the original simple implementation include:

  • Actual fingerprint algorithm used to demonstrate some real world use
  • Verify/Identify/Enroll were tailored to handle fingerprints/minutiae data instead of just comparing String values
  • Provided client is Adobe Flex (no longer .NET) to demonstrate cross-language communication

This implementation demonstrates all of the major capabilities of BIAS. It is Class 2 conformant to the 3rd Committee Draft of the specification.
Discussions, comments, suggestions, or questions are more than encouraged! NIST is interested in testing interoperability with other BIAS implementers.
The OASIS BIAS TC has tried to make the BIAS WSDL out-of-the-box friendly to common tools, so please let us know if you have a client (or server) that can interoperate with our implementation.

ISO BIAS PROJECT APPROVED
***ISO/IEC JTC1 SC37 has approved a project to internationalize the base BIAS standard developed by INCITS (ANSI INCITS 442). A first working draft was reviewed at the January meeting and editors assigned from the US, Spain, and Japan. A second WD is due by 14 February.***

OASIS BIAS TC ESTABLISHES LIAISON WITH ISO SC37
***Because of the new ISO project on BIAS and because the OASIS BIAS SOAP Profile is utilizes the ISO/IEC 19785-3 CBEFF XML Patron Format, the BIAS TC requested liaiaon relationship with ISO/IEC JTC1 SC37 WG2 (biometric technical interfaces). This was approved at the Nov meeting of JTC1. Calls for liaisons from both organizations (BIAS TC to SC37 and SC37 to BIAS TC) are open. Contact the TC chair for more information.***

NIST ANNOUNCES DRAFT OF WS-BIOMETRIC DEVICES
***NIST has announced the immediate availability of a draft of NIST Special Publication 500-288, a specification for WS-Biometric Devices. WS-Biometric Devices is a specification for exposing biometric devices via web services. WS-Biometric Devices can be thought of as a ‘wire replacement’ for those devices that need dedicated connections and their own device drivers. Comments are both welcome and encouraged to the WS-BD team. A discussion list has also been setup. This work was sponsored by DHS S&T and the FBI Biometric Center of Excellence.***

INCITS BIAS REVISION PUBLISHED
***The 2010 revision of the INCITS BIAS standard has now been published as ANSI INCITS 442-2010, American National Standard for Information Technology - Biometric Identity Assurance Services (BIAS). It is available for purchase from ANSI eStandards Store. This document is the sister standard to the OASIS BIAS SOAP Profile, defining the higher level requirements and architecture, biometric operations, and data elements. It is a normative reference within the BIAS SOAP Profile being developed by this TC.***


STATUS

The TC is in the process of developing a draft standard "BIAS SOAP Profile" and the associated WSDL. The current drafts can be found in the Documents folder. Updates are posted at approximately monthly intervals.

The companion INCITS document, upon which this standard is dependent for definition of biometric operations, has been completed and published as INCITS 442. The OASIS BIAS TC has a liaison relationship with INCITS M1 (Biometrics) and the two groups review and comment on the "sister" standards as they evolve.
