Dr. Pablo Breuer, Executive Director, Morgan Stanley
Biography:
Dr. Pablo Breuer is an executive director at Morgan Stanley, a senior expert at the Hybrid Threat COE, and a member of the Loomis Innovation Council. He is a 22-year veteran of the U.S. Navy with tours including U.S. Special Operations Command SOFWERX, the National Security Agency, U.S. Cyber Command, Combined Forces Command Afghanistan, and U.S. Naval Forces Central Command. He has been on the faculty at the Naval Postgraduate School, National University, California State University Monterey Bay, and Carnegie Mellon CERT/SEI and is a Defcon Black Badge winner. Pablo is also a co-founder of the DISARM Foundation and coauthor of the DISARM (Disinformation Analysis and Response Measures) framework.

I have had the privilege of serving on the OASIS Board since last August and am seeking your support to continue that service.
Over the past year, I’ve had the opportunity to witness firsthand some of the critical challenges facing our organization and its members, particularly around our IT infrastructure and the collaboration tools we provide. In addition, I’ve observed procedural and strategic issues that deserve focused attention.
Throughout my career, I’ve led innovation, standardization, and the operationalization of technology at the highest levels of government and the private sector, including at the National Security Agency, U.S. Cyber Command, U.S. Special Operations Command, and Morgan Stanley. These experiences have taught me how to deliver on no-fail missions, and I firmly believe that delivering international technology standards at the speed of business is just such a mission.
Over the last six months, I’ve advised OASIS staff and our interim Executive Director on improving IT functionality, security, and resiliency. I’ve spoken with members, staff, and fellow board members to assess our needs and help guide a zero-based review of our IT capabilities. I also helped lead a two-day staff offsite, facilitating a discussion on a stepwise approach to resolving our technology challenges.
If re-elected, I would like to focus my efforts on ensuring OASIS implements the right tools, quickly and effectively, so we can stop fighting our systems and return our full attention to supporting our users and accomplishing our mission.
I remain deeply committed to OASIS’s goal of developing open standards that promote global coordination, communication, and safety, particularly in the fight against misinformation and disinformation and for secure artificial intelligence. My work has always focused on critical issues at the intersection of technology, trust, and public-private collaboration.
