OASIS Forms Technical Committee to Standardize Election Services Using XML

Boston, MA, USA; May 3, 2001 – OASIS, the XML interoperability consortium, announced the formation of a new technical committee to standardize the exchange of election and voter services information using XML. The new OASIS technical committee will develop the Election Markup Language (EML), an XML specification for the structured interchange of data among hardware, software and service vendors who provide election or voter services to public or private organizations. “The need for a consistent, auditable, automated election system was evidenced in the 2000 U.S. Presidential Election, but the requirement is pervasive worldwide, especially in developing democracies where implementing technology responsibly is critical,” noted Laura Walker, executive director of OASIS. “EML, the first XML specification of its kind, will provide a uniform way to allow systems to interact as new global election processes evolve and are adopted.” Government elections are just one aspect of EML. The OASIS specification will also support private elections, such as those held by publicly traded corporations, trade associations, labor unions, pension funds, credit unions and not-for-profit organizations. “The introduction of open standards for election solutions will enable election officials to build upon existing infrastructure investments, to evolve their systems as new technologies emerge and to simplify the election process in a way that was never possible before,” added Gregg McGilvray of election.com, chair of the new OASIS Election and Voter Services Technical Committee. “Voters and taxpayers around the world will benefit from open standard election solutions that save money, increase auditability and most importantly, safeguard the sanctity of every vote. The ramifications of this work are huge.” Accenture, election.com and Microsoft represent founding sponsor members of the new OASIS Election and Voter Services Technical Committee. The Office of the e-Envoy, UK Government; the International Foundation for Election Systems (IFES); and the National Coalition on Black Civic Participation (NCBCP) in the United States, among other governmental and non-governmental organizations around the world, will also participate, providing expert input and analysis on election technology and procedures. The committee plans to address a wide range of functionality in the EML specification. The development work will include voter registration, dues collection, change of address tracking, citizen/membership credentialing, redistricting, requests for absentee/expatriate ballots, election calendaring, polling place management, election notification, ballot delivery and tabulation, election results reporting and demographics. “Right now, there are many election services vendors around the world, all integrating different levels of automation, operating on different platforms, employing different architectures,” commented Karl Best, OASIS director of technical operations. “OASIS offers an open, vendor-independent environment where both providers and users of election services can work together on standardizing data interchange with XML.” Those interested in participating in the development of EML are encouraged to join the OASIS Election and Voter Services Technical Committee. OASIS Releases XML DOM Level 1 Conformance Test from NIST

Boston, MA USA; April 2, 2001–OASIS, the XML interoperability consortium, together with NIST, the National Institute of Standards and Technology, added two new test suites for the XML Document Object Model (DOM) Level 1 to the growing collection of OASIS Conformance Tests for XML Technologies. DOM Level 1 provides a standard set of objects for representing HTML and XML documents, a standard model of how these objects can be combined and a standard interface for accessing and manipulating them. The two DOM Level 1 Conformance Test Suites were developed by NIST and submitted to OASIS for the benefit of the entire XML community. They include both ECMAScript and Java tests. The ECMAScript DOM Test Suite includes over 800 ECMAScript tests, covering fundamental, extended, and HTML interfaces. The tests are non-biased, platform independent and can be downloaded for local use. Additionally, an interactive test harness for IE5 is provided to run the tests and provide instant color-coded results. Although IE5 dependent, the test harness serves as a model from which other test harnesses can be built. The Java DOM Test Suite also contains more than 200 tests, covering all fundamental and extended interfaces. The tests are organized into a set of classes, one for each interface. The suite includes a test driver that accepts implementations, interfaces and output files. “Both DOM Level 1 test suites represent a significant addition to the set of OASIS conformance products. NIST is delighted to submit this work to OASIS in support of the Consortium’s goal to promote interoperability.” said Lynne Rosenthal of NIST, chair of the OASIS Interoperability and Conformance Technical Committee. “These conformance test suites increase the likelihood that software products claiming to adhere to DOM Level 1 are implemented correctly. The tests help developers identify and correct errors before their products ship.” “Recognizing the community’s need for reliable, objective conformance information, OASIS applauds NIST for this latest work on DOM Level 1,” added Laura Walker, executive director of OASIS. “OASIS is proud to work with NIST to make it easier for organizations to develop and adopt products that conform to the W3C recommendation. The end result of all our efforts is interoperability, and everyone benefits from that.” The DOM Level 1 ECMAScript and Java Conformance Test Suites are publicly available at http://www.oasis-open.org/specs/conformance.shtml. OASIS Forms TREX Technical Committee to Create XML Document Validation Language Specification

Boston, MA, USA; March 13, 2001 – OASIS, the XML interoperability consortium, announced the formation of a new technical committee to create a specification for validating XML documents with TREX (Tree Regular Expressions for XML). Using XML syntax, TREX extends the concept of regular expressions (familiar to many Web developers) to XML structures. TREX is the latest in a long list of accomplishments by James Clark, widely regarded as one of the most prolific contributors to the field of structured information standards. Clark served as technical lead for the W3C’s XML 1.0 Recommendation and editor of the W3C Recommendations for both XPath and XSLT. He is perhaps best known as the author of open-source parsers including expat and XP for XML and sgmls and SP for SGML. “There is a genuine need for a straightforward, easy-to-learn XML schema language, and TREX delivers that,” said James Clark, who will serve as chair of the OASIS TREX Technical Committee. “I am excited to be developing the TREX specification within OASIS. The OASIS technical process is both open and lightweight, so we expect to benefit from a maximum level of participation with a minimal amount of organizational overhead.” Unlike many schema languages, TREX limits its scope to describing and validating the structure and content of an XML document. It does not attempt to specify any application processing semantics. TREX also gains simplicity by treating attributes and elements uniformly. TREX can partner with a separate datatyping language, such as the W3C XML Schema Datatypes. “TREX is a new, powerful tool for XML developers. It focuses on validation alone and does not change the information set of a document,” commented Karl Best, director of technical operations for OASIS. “Developing the TREX specification within OASIS gives the entire XML community the opportunity to contribute to this important work.” Those interested in participating in the development of TREX are encouraged to join the OASIS TREX Technical Committee. OASIS Releases XML Conformance Test Suite, Second Edition

Boston, MA USA; March 5, 2001– OASIS, the XML interoperability consortium, together with NIST, the National Institute of Standards and Technology, announced that the second edition of the popular OASIS XML Conformance Test Suite would be publicly available March 15, 2001. The new OASIS conformance test suite, updated to be in sync with XML Second Edition, includes more than 1,000 new tests. “Major XML software vendors rely on the OASIS test suite to ensure their products are compliant with the W3C XML recommendation,” said Mary Brady of NIST, chair of the OASIS XML Conformance Technical Committee. “This second edition builds on that success and provides additional conformance tests. We integrated over 1000 new tests contributed by IBM and modified the test suite to be consistent with changes to the XML recommendation. Cooperation from the W3C XML Core Working Group was invaluable in helping us develop comprehensive testing scenarios.” “OASIS, with the assistance of NIST, is uniquely positioned to deliver reliable, objective XML conformance tests,” commented Laura Walker, executive director of OASIS. “Together, we bring an independent perspective to the W3C XML recommendation, and that is very important. We’ve been developing conformance test suites for three years, and are gratified that XML technology vendors find these tests instrumental to their success.” Users and vendors may download the OASIS XML Conformance Test Suite Second Edition from the Consortium’s web site, http://www.oasis-open.org beginning March 15. ebXML Technical Architecture Specification Approved

Boston, MA, USA, Geneva, Switzerland; February 27, 2001- Organizations from around the world came together in Vancouver, Canada to overwhelmingly approve the ebXML Technical Architecture Specification. Serving as a roadmap to ebXML, the Technical Architecture Specification provides the foundation for all other ebXML specifications. This announcement from the UN/CEFACT and OASIS marks the deliverable stage of ebXML, as the initiative nears its goal of delivering a complete suite of specifications in May 2001. “Interest in ebXML continues to build at a phenomenal rate,” said Robert S. Sutor, Ph.D., of IBM, vice chair of ebXML and member of the OASIS Board of Directors. “The ebXML Technical Architecture Specification gives implementers a clear understanding of the entire initiative and how the various ebXML specifications relate to one another.” The ebXML Technical Architecture Specification defines the relationships, interactions and basic functionality of ebXML specifications including those involving core components, business processes, registry & repository, messaging services, trading partner agreements and security. In addition, the Technical Architecture Specification provides an ebXML use case scenario and conformance guidelines. “In developing this specification, we concentrated on translating business needs into a functional specification covering all aspects of the ebXML initiative,” said Anders Grangard of EDI France, leader of the ebXML Technical Architecture Project Team. “We were careful to balance our definition of the ebXML architecture with the ongoing work of the other project teams.” More than 350 participants from Asia, Australia, Europe and North America approved the ebXML Technical Architecture Specification. The group, which gathered in Vancouver to advance the initiative, remains open to all interested organizations and individuals. “We congratulate the ebXML Technical Architecture Project Team for being able to deliver this important ebXML component ahead of schedule,” stated Klaus-Dieter Naujok of Netfish Technologies, chair of ebXML and member of the UN/CEFACT Steering Group. “They met the dual challenge to remain consistent with the ebXML Requirements document and to develop the Technical Architecture in parallel with the ongoing work of the other ebXML project teams.” Developers and all interested parties are encouraged to review the ebXML Technical Architecture Specification on http://www.ebxml.org/specdrafts/approved_specs.htm. About ebXML ebXML (www.ebXML.org) is an International Initiative established by UN/CEFACT and OASIS in late 1999 with a mandate to undertake an 18-month program of work to research and identify the technical basis upon which the global implementation of XML (Extensible Markup Language) can be standardized. ebXML Integrates SOAP Into Messaging Services Specification

Boston, MA, USA, Geneva, Switzerland; February 22, 2001 – UN/CEFACT and OASIS announced efforts are now underway to integrate SOAP 1.1 and SOAP with Attachments specifications into the ebXML Messaging Specification. SOAP (Simple Object Access Protocol) is designed to provide the underpinnings for messaging requirements. This development by ebXML will result in an open, widely adopted global standard for reliably transporting electronic business messages over the Internet. “The convergence of these two specifications marks a significant step forward for interoperability,” commented Klaus-Dieter Naujok, chair of ebXML and member of the UN/CEFACT Steering Group. “We’re committed – not only to integrating ebXML Messaging with SOAP – but also to completing this work in time to meet our original goal of delivering ebXML in May 2001.” “Having the messaging infrastructure of ebXML built on SOAP is a strong signal that standards convergence is both desired by the industry and doable,” said Dr. Robert S. Sutor of IBM, Vice-Chair of ebXML and a member of the OASIS Board of Directors. “As ebXML evolves, we will continue to explore how we can cooperate with others to help develop the foundational open standards for business on the Internet.” The ebXML Messaging Specification encompasses a set of services and protocols that allow an electronic business client to request services from electronic business servers over any application-level transport protocol, including SMTP, HTTP and others. ebXML defines a general-purpose message, with a header that supports multiple payloads, while allowing digital signatures within and among related messages. Although the header is XML, the body of the message may be XML, MIME or virtually anything digital. “By adopting SOAP in their messaging layer, ebXML puts to rest any worries about interoperability between SOAP and ebXML. This takes advantage of SOAP’s role as a key component of XML-based messaging,” said Andrew Layman, XML Architect of Microsoft. “The ebXML Messaging Services Specification retains all the secure, reliable messaging functionality that has been developed to date,” explained Rik Drummond of the Drummond Group, ebXML Messaging Services Project Team Leader. “By incorporating SOAP into ebXML, we streamline acceptance and reduce the cost of product implementation for all companies, regardless of their size.” About ebXML ebXML (www.ebXML.org) is an International Initiative established by UN/CEFACT and OASIS in late 1999 with a mandate to undertake an 18-month program of work to research and identify the technical basis upon which the global implementation of XML (Extensible Markup Language) can be standardized.
